This paper analyzes current situation of 15 pilot cities in China and the content of long-term care insurance system in Japan. It puts forward some suggestions on the construction of China's long-term insurance such as legislation first,planned and step-by-step design of superstructure,implementation of funds source,form a stable financing system,establish a scientific and rational needs assessment system,attach importance to prevention,prevention and control,strengthen policy support,and promote the continuous improvement of long-term insurance system.
