Objective To study the positive effect of the insured empowerment in solving the problem of overtreatment by taking the medicine-induced consumption of overtreatment as the specific research scenario. Methods Through the construction of “insured person-medical prescription-government” three dynamic game model,this paper explored the game strategy of participating in cooperative governance of medical insurance parties based on the insured empowerment. Results The empowerment of the insured had a positive promotion effect on government control and a negative effect on medical prescription induction;Reduce the cost of participating in governance,increase governance income,can promote participation of the insured in governance. Conclusions Model validation finds that the participation of the insured can improve the control effect of the government on the medical prescription induced consumption,reduce the probability of medical prescription induced consumption,and improve the problem of overtreatment obviously;Cultivating the right consciousness of the insured and perfecting the related system construction will help to accelerate the implementation of the right of the insured;Reducing the degree of information asymmetry can reduce the cost of governance and promote the participation of insured people in governance.
