Objective To analyze the completion and fairness of health human resource allocation plan in Sichuan Province during the “13th Five-Year Plan” period so as to provide a scientific basis for strengthening the construction of health human resources in Sichuan Province. Methods The comparative analysis method,health resource density index and health resource agglomeration degree were used to analyze the completion and fairness of health human resource allocation planning in Sichuan Province. Results The number of health technicians,licensed(assistant)physicians and registered nurses per 1 000 permanent residents in Sichuan Province had exceeded the planning target,the number of health technicians per 1 000 permanent residents in 9 prefectures(cities)was below the planning target,and the number of licensed(assistant)physicians and registered nurses per 1 000 permanent residents in prefectures(cities)was below the planning target,the ratio of doctors and nurses in Sichuan Province as a whole and 15 prefectures(cities)did not meet the planning target. Compared with the standard index of health resource density based on the average level of Sichuan Province in 2020,the health technicians and licensed(assistant)physicians of Ya'an City,Aba,Ganzi and Liangshan Prefecture were below the average level,and registered nurses of Ya'an City,Bazhong City,Aba,Ganzi and Liangshan Prefecture were below the average level. The health resource agglomeration degree of health technicians,licensed(assistant)physicians and registered nurses was less than 1 in Guangyuan City,Ya'an City,Aba,Ganzi and Liangshan Prefecture. The health resource agglomeration degree/population agglomeration degree of health technicians,licensed(assistant)physicians and registered nurses were more than 1 in Chengdu,Panzhihua,and Ya'an city,but which those were less than 1 in 10 prefectures(cities)including Leshan,Nanchong,and Meishan city. Conclusions There is a large gap between the health human resources and planning goals in some regions in Sichuan Province,and the ratio of doctor and nurse is unbalanced. There is large different in inter-region health human resources allocation,and there is a situation that the equity is inconsistent with the actual demand for medical treatment.
