近年来,分级诊疗成为我国深化医药卫生体制改革的重要内容之一。理论和国际经验表明,只有建立分级诊疗制度,才能实现医改提出的缓解“看病难、看病贵”目标。基于全科医生制度的社区医疗卫生服务体系、层级分工明确的医疗服务体系、分级管理的医保支付体系等3个层面,分别探讨分级诊疗的发展策略,为分级诊疗体系的建立和完善提供参考。
Abstract
Recently,hierarchical treatment has become one of the main subjects of China's health system reform. As is shown by theory and international experience,the goal of alleviating the problems of “expensive and difficult to get treatment” can only be achieved based on the establishment of hierarchical treatment system. This article discussed strategies for promoting hierarchical treatment from aspects such as community health service system based on general practitioners,hierarchical health service system,hierarchical health insurance payment system.
