结合“健康中国2030”规划背景,通过对2012-2016年京、津、沪、渝四直辖市卫生总费用的水平、增长趋势、卫生消费弹性系数、个人卫生支出的比较,分析出京、津、沪、渝四直辖市卫生总费用发展的特点及存在的问题:京、津、沪、渝四直辖市卫生总费用投入总体运行良好、四直辖市之间卫生总费用的投入存在较大不均衡性、四直辖市卫生总费用存在一定程度的增长过快倾向,并提出应合理调整卫生总费用与经济发展的关系,“健康中国2030”建设中四直辖市卫生总费用的发展需要更加具有针对性等建议。
Abstract
Based on the background of “Healthy China 2030”,the study compares the level,growth trend,elasticity coefficient of health consumption and personal health expenditure of total health expenditure in four municipalities of Beijing,Tianjin,Shanghai and Chongqing from 2012 to 2016. It analyses the characteristics and problems in the development of total health expenditure of four municipalities such as total health expenditure in Beijing,Tianjin,Shanghai and Chongqing municipalities is running well in general,it is unbalance in the input of total health expenditure in four municipalities,it grows too fast of total health expenditure in a certain extent. It puts forward some suggestions of that reasonably adjust the relationship between total health expenditure and economic development,the development of total health expenditure of the four municipalities under the construction of “Healthy China 2030” needs to be more targeted.
